Some interesting changes and some more infrastructure-related stuff
this week.

Overview
--------

- Add ability to toggle a value to :set.

- Fix retrying of downloads after the tab in which they were started
  in is closed.

- Added a --print-version argument to run_checks.py.
- Run virtualenv library versions in run_checks.py.
- Cache virtualenvs between tests.
- Various other small improvements in init_venv.py and run_checks.py.
